It is a pleasure to greet you here at the congress of the United Russia party, the leading political force in our country.
In December, the party will celebrate its 20th anniversary. Over the years, it has successfully established itself and gained numerous supporters. Of course, being the biggest political force in such a large country for so many years entails a huge burden of responsibility, which means that you, colleagues, the people who work in the field, bear this responsibility to the people. Together with the country you celebrate its achievements, and you share the blame for what did not work out, you bear responsibility for that. This is a heavy burden. Our work and our daily life do not consist of daily celebrations, and all this is the responsibility of the people who have taken on the challenges that the country faces.
Nevertheless, the party withstood competition with dignity at all levels of elections and displayed an ability to renew itself and constantly develop. In routine work and in making decisions that are paramount for our Fatherland, the party has shown responsibility and patriotic commitment. Friends, I want to thank you for this.
Today United Russia confidently occupies a leading position, with a majority in almost all legislative and representative municipal bodies. Most importantly, I want to remind you that in every region, city and town, you need to rely on like-minded people, on people who strive to create and to benefit the nation.
This is undoubtedly a very powerful resource, and it is crucial that it serves practical purposes, the interests of our country’s citizens and of our state, and ensures the stability and sustainability of our political system. This is vitally important for present-day society and the country, and for solving the large-scale tasks we are facing today. They are, first of all, related to the preservation of our nation, improving people’s well-being and quality of life in all regions of the Russian Federation.

Gazprom and Peterhof State Museum Reserve sign Agreement of Cooperation

The opening ceremony for two restored rooms of the Chinese Palace – the Plaster Chamber and the Small Chinese Study – took place today in Oranienbaum. Taking part in the ceremonial event were Olga Lyubimova, Minister of Culture of the Russian Federation, and Alexey Miller, Chairman of the Gazprom Management Committee.

Olga Lyubimova and Alexey Miller took a look at the results of the conservation efforts for the interiors of the Chinese Palace, which were commenced in 2009 with support from Gazprom. At the moment, 12 of the Palace’s 17 staterooms are open to visitors.

During the tour, the guests greeted the participants of the master class organized at the Big Chinese Study, which is undergoing restoration at the Palace, as part of the Friends of St. Petersburg project.

After the event, Alexey Miller and Elena Kalnitskaya, Director General of the Peterhof State Museum Reserve, signed an Agreement of Cooperation for preserving cultural heritage and developing the Peterhof State Museum Reserve. The document provides both for implementing the existing joint initiatives and enhancing cooperation. Specifically, further support will be extended for the conservation efforts at the Chinese Palace, and an exhibition project will be carried out in 2022 to celebrate the 350th anniversary of the birth of Peter the Great. The project was conceived as a contemporary version of the 1872 exhibition, which had been arranged at the initiative of Emperor Alexander II to commemorate the 200th anniversary of the birth of Peter the Great.

“These rooms were closed to the public for more than a decade. Today’s ceremony is a long-awaited event, as the amount of work done by the conservation experts is truly extraordinary. Peterhof is one of the largest museums to conduct repair and restoration efforts on this scale, from renovating hydraulic structures to refurbishing the architectural and landscape complex. In achieving our goals, we are greatly helped by socially responsible businesses,” said the Russian Culture Minister after thanking the museum personnel and managers for preserving the rich cultural heritage of our country.

“The restoration of the Chinese Palace, which was made possible by financial support from Gazprom, our excellent friend and partner, is among the chief priorities of the Peterhof State Museum Reserve. We hope that, once all the works are finished, this resplendent monument, this jewel in the crown of the Oranienbaum architectural ensemble, will become one of the most captivating cultural landmarks for the residents and guests of St. Petersburg,” noted Elena Kalnitskaya, Director General of the Peterhof State Museum Reserve.
“Gazprom is proud to take part in such a major conservation project. We attach a lot of importance to preserving the great masterpieces of the Russian Empire-era St. Petersburg for present and future generations, because one cannot evolve and move forward without historical memory and cultural awareness. Such is the purpose of our art patronage activities in St. Petersburg: to create and build through preservation and restoration,” said Alexey Miller.

Background
The Oranienbaum park and palace ensemble, the one park and palace residence to have come out unscathed from the Great Patriotic War, is Russia’s only architectural ensemble in the rococo style. In the postwar period, the Chinese Palace was left unrestored and gradually fell into disrepair because conservation specialists focused their efforts on restoring major Peterhof assets that had been destroyed during the war.
In 2007–2009, the Peterhof Museum carried out research and conservation works and restored the facade of the Chinese Palace in Oranienbaum with support from Gazprom and international patrons (Wintershall Holding GmbH, BASF).
In 2009, Gazprom became a permanent partner of the Peterhof State Museum Reserve in the restoration of the Chinese Palace in Oranienbaum.
The two restored rooms of the Chinese Palace that are now open to the public are located in the eastern part of the main suite, the so-called “personal apartment of Catherine II.” Most of the interior design of the 18th century has been preserved in the Plaster Chamber (Lilac Drawing Room). Alberto Gianni, a follower of Antonio Rinaldi, created a magnificent ornament in the room, using highly complicated techniques of pasted stucco trimming. The unique appearance of the Small Chinese Study is due to the combination of silk, on which oriental floral motifs and scenes from Chinese life are painted, and contrasting geometric patterns. A rare artistic set of the 18th century can be seen in the parquet floor made of valuable woods.
Now that the Plaster Chamber and the Small Chinese Study have been opened, 12 out of the 17 interiors of the Chinese Palace are available to visitors. The completion deadline for the full range of conservation works in the Chinese Palace is 2024.

The Friends of St. Petersburg comprehensive project, which is pursued by Gazprom with the support of the Committee for State Control, Use and Protection of Historical and Cultural Monuments under the St. Petersburg Administration, was launched in 2020.
The project aims to retain the best traditions of the St. Petersburg school of conservation, enabling international exchange of experience and helping address urgent issues related to the preservation and promotion of the cultural and historical heritage of St. Petersburg.
The project engages well-known conservation specialists, architects, public activists, popular urbanists, and experts in local lore, fine arts and history.
These efforts are performed within the framework of large-scale conservation projects pursued by Gazprom in St. Petersburg.
During the event held at the Peterhof State Museum Reserve under the Friends of St. Petersburg comprehensive social project of Gazprom, the participants had a chance to see not only the interiors of the Chinese Palace, but also the restoration process per se. Mikhail Botakovsky, Director General of Petrorestkom, Honorary Restorer of St. Petersburg, held a master class entitled “Restoration specifics of the Chinese Palace as illustrated by the Big Chinese Study” for Friends of St. Petersburg.

Hard selling of extra services and goods masquerading as insurance is unacceptable

There are cases when insurers’ agents (banks, car dealers, and other intermediaries) offer extra products and services, which are not related to insurance (e.g. legal ones), to consumers when selling insurance policies.

Moreover, additional services are much more expensive than an insurance policy. However, their purchase is masqueraded as the signing of an insurance contract and most often paid for in a lump sum. Consequently, if the loan related to the insurance policy is repaid ahead of schedule, the customer is only able to return a small amount for the policy. Such unfair practices were revealed by the Bank of Russia in the course of conduct supervision.
Another problem is that agents fail to disclose sufficient information to individuals. For instance, people with disabilities or chronic diseases are offered insurance products, the terms of which are not applicable to such groups of consumers. Agents do not inform customers of exceptions from insurance coverage. As a result, a person signs a contract that, by definition, cannot be fulfilled.
The Bank of Russia also detected some cases where agents convinced customers that the purchase of insurance policies would help receive a loan on more favourable terms, and a part of the insurance premium could be refunded if the loan was repaid ahead of schedule, as envisaged by legislative amendments effective since 2020. However, they actually sold simultaneously two policies with different prices to a person, with one of the two being totally irrelevant to the loan contract parameters. In the case of early repayment of the loan, the customer received a partial refund under only one, the cheaper, insurance contract.
The Bank of Russia applied supervisory measures in relation to the revealed misconduct and advised the insurers that they should improve their business models.

On June 19, President will speak at United Russia congress

The President will address the United Russia party congress, which will be held in Moscow on June 19.
Ahead of the upcoming elections to the State Duma and other elected bodies of power, to be held on the single voting day on September 19, Vladimir Putin will outline the main spheres of activity for the largest parliamentary party in the next few years.
The delegates will elect by secret ballot their candidates for the upcoming elections at all levels and will also adopt the key provisions of the United Russia’s election programme.
The documents adopted at the congress will be subsequently discussed and adjusted in the regions with due regard for the proposals submitted by citizens and the expert community.

Start-up and commissioning underway at second train of Amur Gas Processing Plant

The Gazprom Management Committee took note of the information about the progress of the Amur Gas Processing Plant (GPP) construction project. Particular attention was paid to the launch of the first production train, which took place on June 9, and to the ongoing start-up and commissioning operations at the second train, where the auxiliary and core equipment is now fully assembled.

It was highlighted that the GPP forms the backbone of the state-of-the-art gas processing and gas chemical center that is currently being set up in Russia’s Far East.
The construction of the Amur GPP is going on schedule. The project is 76.5 per cent complete.
On the third and fourth trains, the equipment for gas separation is fully installed, pipes and cables are being laid, insulation materials are being applied, and metal structures are being assembled and provided with fire-retardant coating. On the fifth train, the foundation works are completed, and preparations are underway for the installation of the ethane and methane separation columns, as well as gas compressor units. On the sixth train, the pouring of foundations and the assembly of metal structures are in progress.
The latest campaign for the delivery of heavy equipment to the GPP by river and sea vessels is now running. During the navigation season of 2021, it is planned to bring 51 pieces of heavy cargo with a total weight of 5,500 tons to the construction site.
In addition, the logistics center for the servicing of thermally-insulated helium containers (the helium hub) near the city of Vladivostok will soon be put in operation. The center is needed to deliver liquid helium from the Amur GPP to the global market.
Containers with liquid helium will be transported between the GPP, the hub, and the ports of the Primorye Territory via freight trucks powered by liquefied natural gas (LNG). A small-scale LNG plant was built at the hub with the purpose of refueling vehicles.

Background
The Amur GPP is being built near the town of Svobodny in the Amur Region. The plant will have a design capacity of 42 billion cubic meters of gas per year.
On June 9, 2021, the commissioning ceremony for the first production train of the Amur GPP, one of the largest plants of its kind in the world, took place with the participation of Vladimir Putin, President of the Russian Federation. The implementation of such an ambitious project in the area of gas processing has no parallel in the history of Russia’s gas sector.
The construction of the first production train was finished strictly on schedule. The commissioning of the next five trains is synchronized with increases in the volumes of gas transmitted via Power of Siberia. In 2025, the GPP will reach its full design capacity.
The products of the Amur GPP include sales gas (methane) and the components extracted from this gas, which are valued in the gas chemical and other industries. Operating at full capacity, the GPP will use cutting-edge equipment and state-of-the-art cryogenic technologies to produce 2.4 million tons of ethane, 1.5 million tons of liquefied petroleum gases (LPG), and 200,000 tons of pentane-hexane fraction. The primary consumer of the GPP’s ethane and LPG will be the Amur Gas Chemical Complex (a joint project of SIBUR and Sinopec).
One of the main products of the Amur GPP is helium, a particularly sought-after element for high-tech industries. With an annual output of 60 million cubic meters, the GPP is poised to become the global leader in helium production.
Gazprom Pererabotka Blagoveshchensk (part of the Gazprom Group) is the investor, customer, and operator for the Amur GPP. Construction management is carried out by NIPIGAZ (part of the SIBUR Group).

A working meeting between Alexey Miller, Chairman of the Gazprom Management Committee, and Dmitry Rogozin, Director General of State Space Corporation Roscosmos, took place in St. Petersburg.
The parties reviewed the current issues of cooperation, including the creation of a unified system for geotechnical monitoring of hazardous industrial facilities in Russia. The relevant Cooperation Agreement was signed at the St. Petersburg International Economic Forum 2021 by Alexey Miller, Dmitry Rogozin, and Alexey Likhachev, Director General of State Atomic Energy Corporation Rosatom.
By synergizing their capabilities, namely the space vehicles created under the Sphere (Sfera) program implemented by Roscosmos and the radar surveillance satellites that will be manufactured at the spacecraft assembly facility of Gazprom, Roscosmos and Gazprom will be able to address a number of challenges, such as providing information support for maritime activities along the Northern Sea Route.
Special attention was paid to the development of import-substituting equipment by Roscosmos entities for the needs of Gazprom.
Particular mention was made of the ongoing construction of gas supply facilities for the Vostochny Cosmodrome in the Amur Region.

Background
The construction of the spacecraft assembly facility (SPKA) is underway in the city of Shchelkovo, Moscow Region. The project is being implemented by Gazprom with support from Roscosmos.
The facility will manufacture such spacecraft as radar surveillance satellites, Yamal constellation satellites and SMOTR optical satellites for remote sensing of the Earth, for the needs of Gazprom and other customers.
